Common Country Assesment and UN Development Assistance Framework

The UN General Assembly approved in 1997 a sweeping programme of UN reforms to strengthen an indispensable institution and to prepare it to meet the challenges of the future. At the country level, the aims of the reform package were to:

  • make the United Nations System behave and speak as “one family,” enhancing coherence, solidarity and unity
  • encourage United Nations System activities to be more relevant to Member States’ fast evolving priorities
  • converge and integrate assistance to reduce duplication, in both programme and administrative areas, for greater efficiency and effectiveness

Two important reform tools at the country level are the Common Country Assessment (CCA) and the United Nations Development Assistance Framework (UNDAF). Through improved sharing of institutional knowledge, enhanced co-operation and pooling of resources, the CCA and UNDAF are intended to produce greater synergy and complementarity between United Nations organizations.

In addition to these and other instruments of reform, the endorsement of the Millennium Development Goals (MDGs) has led to a common global framework for UN system activities. The joint pursuit of these goals and targets now form the centrepiece of United Nations reform efforts at country level. 

Common Country Assessment

The CCA reviews and analyses the development situation in Bhutan and identifies key development challenges as a basis for advocacy, policy dialogue and preparation of the UNDAF. The latest CCA, Common Country Assessment for Bhutan 2006, has been released in August 2006. This CCA has been produced through a consultative process among the RGOB, CSOs, donor partners and the UN system in Bhutan. The document contains the shared analytical perspective of the UN system on the development situation in Bhutan. Using the MDGs as a frame, it attempts to point out new challenges the country cases in political, social, environmental and economic areas.

UN Development Assistance Framework (UNDAF)

The next UNDAF which covers the period of 2008-2012 coinciding with the Bhutan’s 10th Five Year Plan period has been prepared in a highly participatory and consultative, involving all the stakeholders including the RGoB, donor partners, CSOs and the UN system. Common Country Programme Action Plan (CPAP)

The UNCT in Bhutan has signed a common CPAP for the period 2008-2012 with the Royal Government of Bhutan on 21st Dec 2007. A total of fifteen UN agencies are partners in the common CPAP. The cCPAP can be downloaded here
