Delivering As One

In 2008, Bhutan adopted the latest approach for enhancing UN coherence on a voluntary basis, known as Delivering as One (DaO). The approach aims to increase the effectiveness and impact of the UN through more coherent programmes and reduce transaction costs for Implementing Partners.

In 2014, the UN embarked on the One Programme (2014-2018) which is a single, coherent plan for all UN agencies in Bhutan. It outlines four outcomes and 23 measurable outputs with an estimated five-year budget of $86,6 million.

The One Programme is fully aligned with 11th Five Year Plan and structured around the four pillars of Gross National Happiness (GNH). The main benefit of the One Programme is to respond to national priorities through joint analysis, prioritization and joint budgeting. Joint programming draws the mandate, expertise and experience of all UN agencies – including non-residential agencies – to address Bhutan’sĀ development needs .

The four outcome areas of the Bhutan One Programme are:
1. Sustainable Development
2. Essential Social Services
3. Gender Equality and Child Protection
4. Good Governance and Participation
