Resident Coordinator, United Nations in Bhutan
Mr. Gerald Daly is the Resident Coordinator of the UN in Bhutan since March 2017. Prior to his appointment as RC for Bhutan, Gerald served as Policy Adviser and Team Leader of Programme, Joint Funding and Business Operations in the UN Development Group (2011-2017). His focus areas included ensuring cross-UN ownership and development of Delivering as One at both strategic and operational levels along with funding/implementation of integrated policy work. On behalf of the UNDG, Gerald supported substantive technical inputs provided to formulate a key General Assembly/ECOSOC resolution and its yearly review which determines the strategic-operational direction of UN agencies and entities that have field operations. Gerald has over 25 years of professional experience in Development, Food Security and Emergency Preparedness with the World Food Programme (WFP). From the year 2003 to 2007, Gerald served as the WFP Resident Representative in Bhutan after which he also served as the WFP Head of Programme in the Regional Bureau for Asia with specific focus on the crisis countries between Afghanistan, DPRK and Timor Leste. He worked as the Deputy Country Director a.i. and Programme adviser in India between 1998 and 2002 and as a Programme Officer in Malawi (1993-1998) prior to which he served with the Office of the United Nations High Commissioner for Refugees (UNHCR) in Malawi from 1989 to 1991. He volunteered with an Irish NGO (GOAL) in Sudan in 1988. Gerald holds a Master of Arts in Law and Diplomacy from the Fletcher School of Law and Diplomacy in Boston and a Bachelor of Arts in Sociology from Trinity College in Dublin. Gerald is married to Celine Costello Daly and have a son (Liam) and a daughter (Katie).
