The implementation of the UNDAF comes at a critical period in Bhutan’s history with the adoption of the Constitution in 2008. The political transformation to a parliamentary democracy will bring about fundamental changes to the system of governance along with a far reaching impact on social, economic and political dynamics.
The CCA is an important tool in ensuring greater cohesion in UN operational activities as called for by the UN Secretary-General. As such, an inclusive process has been followed and the United Nations Country Team in Bhutan is grateful to all the stakeholders and partners who have contributed to the preparation of this document. Resident and nonresident UN agencies and the Royal Government of Bhutan, as well as donor partners and civil society organisations, were actively involved in the preparation process. Bhutan’s second MDGR launched: 01 December, 2005 BHUTAN is on track towards achieving several of the Millennium Development Goals (MDGs) targets, some possibly even before the set target of 2015, according to the country’s second MDG Progress Report released by the Government on December 1 2005 in Thimphu. MDGs related to poverty, educational attainments, maternal and child health, high-risk diseases and environmental sustainability are high priority development themes for Bhutan. In fact, three MDG targets in these areas have already been attained. Development Cooperation Database Bhutan, 2003 – 2004 It is a tool for donor coordination and aid management. Based on the joint donor database, it provides detailed information about external assistance to Bhutan in 2003-2004. Unlike bound reports in the past, this report is presented on the internet to maximize sharing and accessibility. It is disaggregated to specific programmes/projects. It is a tool for donor coordination and aid management.
