The UN Resident Coordinator (RC) is the designated representative of the UN Secretary-General and leader of United Nations Country Team (UNCT). The RC and the UNCT work closely with the Government on national development priorities while advocating the interests and mandates of the UN system.

Mr. Gerald Daly is the Resident Coordinator of the UN in Bhutan. For the past years, Gerald served as Policy Adviser and Team Leader of Programme, Joint Funding and Business Operations in the UN Development Group (2011-2017). His focus areas included ensuring cross-UN ownership and development of Delivering as One at both strategic and operational levels along with funding/implementation of integrated policy work.

On behalf of the UNDG, Gerald supported substantive technical inputs provided to formulate the General Assembly resolution and its yearly review which determines the strategic-operational direction of UN agencies and entities that have field operations.

Gerald has over 25 years of professional experience on Development, Food Security and Emergency Preparedness with the World Food Programme (WFP).
From the year 2003 to 2007, Gerald served as the WFP Resident Representative in Bhutan after which he also served as the WFP Head of Programme in the Regional Bureau for Asia from 2007 to 2011). He also worked as the Deputy Country Director A.i. and Programme adviser in India between 1998 and 2002.

Gerald also worked as a Programme Officer in Malawi between 1993 and 1998 prior to which he worked at the Office of the United Nations High Commissioner for Refugees (UNHCR) in Malawi from 1989 to 1991 and with an Irish Non-Governmental Organization in Sudan in 1988.
Gerald holds a Masters of Arts in Law and Diplomacy from the Fletcher School of Law and Diplomacy. He holds a Bachelor of Arts in Sociology from Trinity College, Dublin, Ireland

Resident Coordinator’s Unit

The Resident Coordinator’s Office (RCO) provides services to the UNCT and development partners, such as bilateral donors and international non-governmental organizations.

The RCO supports coordination, planning, advocacy, analysis, information management and communications efforts of the Resident Coordinator.

The Unit is responsible for:

  • Strategic analysis and planning
  • Oversight of the UN country programming cycle
  • Representation of and support of UN Secretariat and UN agencies
  • Support to national coordination systems and processes
  • Development and management of shared operational support services
  • Crisis management preparedness and response
  • External communications and advocacy
  • Human Rights and Development
  • Joint resource mobilization and fund management
  • General UNCT oversight and coordination
  • Promoting joint programming between the UN agencies
